In one of the reviews of the Rustoleum Black Lacquer, it said that the clear coating on top of the black lacquer dulled the color.

Again, test it and try it.  Do an A/B test... clear half of the test with a Rustoleum Clear Lacquer, and leave the other half uncleared.</description>

It&#039;s not the greatest stuff but was cheap and it works alright.

I&#039;ve never used the stuff but I would test it on scrap wood.  
I ran some searches on the web and it seems like there are mixed reviews on the stuff.  

&lt;br&gt;I really dont know if there will be a compatibility problem with a lacquer sanding sealer and Rustoleum lacquer on top.  From what I understand, Deft lacquer sanding sealer is a nitro lacquer and Rustoleum lacquer is an acrylic.  I&#039;ve never used Rustoleum sanding sealer either but that may work: rustoleum over rustoleum.
&lt;br&gt;Honestly, it would be worth running a test.  Black is very reflective and shows every little dent and grain indention, so it&#039;s very important to prep the drum very good.  Sand it nice and flat, and you may want to consider laying down double the amount of sealer coats than in the DVD.  Use the clear regimen from the DVD and please let me know what happens.  I would dedicate a lot of time to the final polish as well.  
&lt;br&gt;again, please let me know what happens and document everything with pictures!  I&#039;d love to do a blog on it whether it works or not (both would help people).</description>
